Barometric damper issue

Hello, I have an old oil boiler. Burnham RS-110. I noticed this morning some noise coming from the boiler room. It turns out that barometric damper was making this noise. It just keeps opening and closing. I used switch to turn boiler off. I waited for some time, turned it on and it worked OK for about a min, but then damper start making the same noise. I thought that I may be running out of oil, but I checked I still have 1/4 of a tank. What could be causing this? Is it something I can try to fix on my own? Any help will be greatly appreciated.

You need to figure out why you are having this problem.
-Is it rattling from a combustion issue?
-is it rattling because of high wind? There was an error rendering this rich post.

We do have high wind today, but I can also hear some noise that could indicate a combustion issue. How can I identify?0

Well if it rattles when the burner isn’t running-wind, or animal.
Otherwise a combustion/mechanical issue. There was an error rendering this rich post.
