HBX cpu-0550 optimal settings

This thermostat was just installed on a small 12 unit condo . It's a single stage boiler . What should be the max heat or optimal heating for a building . The default is 180 F and its gets silly hot on the top floor . Is it as simple as changing the max temperature lower . The target changes as the outdoor temperature changes . Is it as simple as changing the max heat lower ?

What sort of system is this? I assume hot water, with what sort of emitter-baseboard, radiators, fan-coil?
The loop temperature can be adjusted, or the flow to certain radiators can be adjusted to fit in with the heat-loss in the room. It seems like you have outdoor reset capabilities?
Also the thermostat sensor location can be changed to react more quickly to a plunge in temperature.
Maybe you need a real hydronics expert (not just a Plummer) to fine tune the system.—NBC-1 -
Its base board heating . We had a plumber come in twice and couldn't figure it out . It does have at outdoor reset capabilities and WWSD .0

The idea behind outdoor reset is that cool temperatures require less heat in the loop than freezing (design day) temperatures. Therefore, has it been setup properly within the boiler?
Can the hotter area baseboard’s flow be throttled down?
Thermostatic radiator valves are available to limit flow, and prevent overheating, but putting some overheated areas on a single zone may be better.
What boiler is this?—NBC0
