Modulating Aquastat

My new boiler has a fancy digital aquastat. (not outdoor reset). They call it a modulating aquastat as required by law.
Sometimes it turns off the boiler at 155 degrees, and my hot air blower in my garage blows luke warm air. Not too comfortable.
My old boiler ran at 180-190 degrees.
How does this fancy aquastat work, that it determines it can shut the boiler off at 150 degrees? and if the indirect runs, it goes to 190.
