Hot water zone control valve

When a zone control valve closes is it normal for some water to get by and keep the baseboard warm?

And sometimes you can get some reverse flow. Zone valves on the return of a multi valved systems.
Or too large of a circulator for the valves to close against.
If it has worked in the past, no other changes, I'd suspect crud in the seat or a stuck actuator.
