One zone calling but floor cold

Hi I’m new here-just moved into house with radiant heat (tekmar computer, watts manifolds and actuators etc.). Question 1: have one bathroom that is calling for heat but floor is cold. The watts actuator indicator shows open or on ( not red) the hose going into the manifold is warm, but the floor is cold. Could actuator be stuck?
Question 2: I bought some spare watts actuators-the ones installed are 2.5 watts. The supply house keeps shipping me the same actuator but they are 1.6 watts. Will they work?

Could simply be air bound.

Issues w two adjoining rooms. One calling but no heat. Other not calling but warm.
The cold room in and out lines are warm. I checked and changed the actuator today too.

How do I bleed that one loop?

We would need to see a picture of your setup showing the manifold and boiler piping. Take it from as far back as you can so we can see as much in one picture as possible.
