Space pack won’t kick on the heat

Looking for help troubleshooting my space pack system. Dual zone and downstairs works great... heat is consistent with unit in somewhat insulated basement. Upstairs is freezing. Unit in attic doesn’t seem to work when temps drop below 20. Thermostat is on...lol. Thinking about swapping the thermostat but thinking that’s not the issue since heat calls up when temps are not this cold.

Intake is clear and clean.

    Can you post the temperature difference between the supply and return?
    Is the outdoor unit running? Fan and compressor.
    If so, is there ice buildup on the outside coil?

    Not too familiar with Space Pak. Is there a 2nd stage electric heat kit?
