HELP. Weil McLain GV90+ 4 Flame LED Flashing, Low water temp

Temp dial is set at 180 degrees. When temp gets to about 110 the Flame light flashes continuosly and the temp drops to 89 degrees. Temp never reaches near 180. The igniter was replaced, didn’t fix problem. 10 days ago a sensor temperature probe was replaced per a factory rep, apparently that wasn’t it.
A clip is attached.
power light steady, tstat light steady, limit light steady, flame light flashes. Eventually they all go on and temp gets to about 110 and then we start all over again
Any ideas ??? We have had 3 attempts to correct this. Boiler was installed November 2016
