Riello oil burner

Hi. I have a riello RDB burner. It will fire up if I place my hand over the air intake..Then it smokes (black), which reduces as I allow more air through ..The burner goes out immediately when I remove my hand. Any ideas?

    Too much air and/or too much overfire draft.
    Change nozzle, set up with proper combustion test and methods.
