Radiator supply pipe cold

in Oil Heating
Hi. I have 6 radiators and all but one are working. The supply pipe to the cold one is also cold. I went to the basement and followed it from the radiator above the floor and touched ever part and I got to one connector section and it was hot. What would be the cause of this. A blockagr? Corrosion? Is there is easy way to fix this without calling someone.

Air and/or not enough water in the system. Or a valve is closed.
