BOSCH - Residential Gas Condensing Boiler

in THE MAIN WALL
The manufacturer recommends the boiler can be installed on wall in open space. However, the Fire Code and NYC Building codes considered it boiler and wants to follow all codes.
Anyone has experience - do we need to construct 1.5 hour rated room around boiler?
If not- where is the authority?
