Gurgling condensate tank

I have a 1 yr old steam install with a condensate tank that gurgles when the boiler is on. All the steam traps are new, and the near piping is spec. After a long run on a cold night it will leak from the breath tube. It seems to me that steam might be coming back through. Any though or questions are welcome.

    Is the water line in the boiler ever high?
    It condensate spilling out of the vent on the receiver tank?
    Are there cross over traps or F&T's at the end of the mains?
