How can you tell if it's steam coming from the chimney and now the regular exhaust on a cold day?0

Anecdotally, on extreme cold days in Chicago, pretty much every chimney or furnace flue puts out a white plume. By extreme cold I mean down towards 0 or below. However, above about 20 only leaky boilers show the telltale white plume (I can see one from my windows down the street at the fancy building who had the "big downtown engineering firm" do their boiler replacement...).0
