Boiler load

I have an open discussion with a partner regarding Boiler load and efficiency. The claim is this- The Boiler is currently set for 100 psi output. The systems only use 80 psi maximum. They feel they have a 20 psi waste coming from the Boiler. They claim that firing rate reduction, water consumption, etc becomes more efficient by lowering the Boiler output to 80 psi. I feel they are wrong. You are now using 100% of the Boiler capability just to maintain that 80 psi, vice only using approx 70-ish % Boiler capability if you kept the 100 psi output set point. Thoughts?

The lower the steam pressure you run the lower the fuel bill. Period.
That being said, the boiler has a job to do weather it's process or heating. I would need to know much more about the system to determine what pressure.
But if 80 will do the job then 80 is ok. The boiler inspector if he knows his stuff may say otherwise. There are some regulations about running with less pressure with high pressure steam0
