Baseboard radiator

I have both old fin radiators and baseboard radiators in my house I just purchased. Only one of the baseboard radiators is not heating up well which is located on the second floor . All of the other ones have no problems. I constantly bleed the radiator and air comes out but it doesn’t heat up like the other radiators. There is no shut off valve on each single radiator. Could there be sludge or crud clogged in the radiators?? Both pipes leading up to the radiators are very hot but nothing seems to flow through the radiator itself. Any help would be great thanks

Do you bleed until water comes out? Yes I bled it until water comes out. The bleeder is about 16” or so above the radiator. But that is where the bleedernisnlocated on all of the radiators0
