Circular radiator at City Hall

Today, I saw a few circular cast iron rads in the lobby of NY City Hall.
These are amazing historical relics, but they're hiding something I could not photograph.
Inside of the huge circular rads is a small traditional rad. Look closely at the smaller piping running under and the large capped off outlets. I guess they were so oversized that the smaller rads are sufficient.

They don't look large for a space like that with high ceilings and all that cold marble on the walls. Do you think the system was converted to hot water at some point and those rads were steam only and to keep the esthetics they installed smaller rads inside them? Was this the lobby area? was it comfortable?1
