Does anyone have recommendations for steam "drop-header" connections due to limited height?

System piping vs. Boiler.

Copper supplies going right and left are reduced immediately over top of the boiler from 4 or 5" to 1-1/2" feeding maybe 30 some single pipe steam radiators.

Is it a wonder boiler cycles off on pressuretrol (set at 7psi) every few minutes
