EPC Heat Timer calls for heat even when the temperature outside is above 65F

EPC- EPU heat timer calls for heat when i switch from summer mode to winter mode due to winter is comming , the heat timer calls for heat even when the temperature outside is 72F, anyone has a clue what the problem may be? I tried to calibrate the heat timer but its not working, i cannot caibrate it
