Pump to AND pump away

I just saw a hot water installation where there are two pumps. One pumps to the boiler and one pumps away.
The expansion tank is connected at the boiler return (old cast iron boiler).

I did not trace the pipe outside the boiler room, but I suspect that one pump (pumping to) is connected to radiators and fintube (possibly original steam pipes). And that the other pump (pump away) is connected to reheat coils (piping probably installed later).
No question about the above - just sharing.

Question - When did Janitrol stop making boilers? The boiler looks like it is pre-1960.

On your last question, we had a Janitrol labeled boiler in the family home, probably installed in the 50s. It was made by National US Radiator.

I have a photo of the label but the first number of the serial number is too blurry. Looks like a 2 or an 8 but neither makes sense.
This one is manufactured by The National Radiator Company.
    Manufactured for Surface Combustion Corp.
