EDR of 18" 4 & 5 tube radiators?

Gents,
I have a chart that I downloaded that shows how to measure the EDR of the different styles of radiators (column, tube and wall). The problem I ran into is as they become smaller height wise the EDR is not listed in the chart. My question is, by looking at the size chart they are broken into two inch increments & the rating grows by 1/4 increments. Am I safe to assume that they would also shrink by the same 1/4?

I've probably already answered my own question but it never hurts to ask and be sure! I have also attached the file so that you can see what I am referring to. One last thing, I'm not sure as to where I got the file but if you would like to use it feel free.
