Big mouth dumping water

I visited a job site with a customer. They installed a Mega Steam boiler about a year ago. During a service call in December the tech noticed an air vent spewing water . It is located on the dry return just above the boiler and two other returns tie in just below the vent. They replaced the vent with a big mouth vent and it continues to spew water . Since December the feeder has registered 133 gallons of new water . The steam pressure is at 1.5 psi with a 1 psi differential . The dimension A is good. Over 32 inches . The boiler is piped perfectly but it appears to be surging a bit .
Could a dirty boiler cause this.

Big Mouths have no float so they can't stop water. I think a good long skim session is in order, it may take more than one to get that water clean but the first skim will quiet the surging initially.
