Injection Mixing Controller for Modulating Valves

So I've looked through past posts on injection mixing, and mostly what I see are applications using an injection pump. Pretty much all that I can find on manufacturers websites are controls for injection pumps as well. I am trying to fix an existing system that uses valves for the injection control. I am looking for a controller that will modulate the valves based on zone loop temp, but have boiler protection as well. ODR would be a bonus. The Tekmar 360 is as close as I can find, which would work, but I have two zones I want to control with the same unit. If anybody has any recommendations or suggestions, I would love to hear them!
