this boiler keeps getting to the high limit then shuts off then reaches low limit turns back on. question is it never hits the room temp with the thermostat set at 70 it only gets to 65 degrees i am wondering since it is so cold out side that its responsible for this happening. check the pipes all hot to touch from the boilier to the base board the piping goes into crawl space where it is cold could this be possible.

Are the pipes insulated? How hot is the piping coming back out of that crawl space? Is the whole house cool or is it just one zone?

How long does the boiler take to cycle from hi limit off to low limit on, and from low limit on to high limit off?
What is the rated output of the boiler?
What are the high and low limit temperatures?
    How many zones?
How long are the baseboards, combined total length per zone?

high limit set at 180 and the low limit is 140 it takes aprox. time to get to high limit about 1 minute there is one zone. this is the first time this has done this in 4 years. aprox. 30' base board

If that 30' is correct, then the smallest version of that boiler is massively over-sized. Thirty feet of baseboard can shed approx. 15k/btus. That's not to say that 15k is enough to heat the house, at single digit temps.

but why does it keep cycling

It's producing way more heat than the baseboards can shed. The hot water is just returning to the boiler and it is shutting down on hi-limit.
