What temp delta should I expect to see with heating only?

This is a new Navien install. It's been a struggle. I'm now at the point where my only problem is the baseboard heat. My house is now 60 degrees with all thermostats set to 69. Before going from oil to gas, with the same outside air temps, I had no problem with keeping my house at 69 during the day and 66 during the night.

Here is some raw data:
I have a 2" gas line supply
The outside air temp is 10 degrees F.
The set points:
Heat is currently st 180
DHW is set to 125
The info page:
A - 176
B - 157
C - 128
D - 117
E - 0
F - 12
G - 1
H - 0
I - 26.1

I have a couple concerns.
1) is a temperature delta of 19 degrees expected? I feel that's low considering the size of the house.
2) why does D (inlet water temp) read such a high temperature? The copper supply pipe is cool to the touch.
