Safety Relief Valve Testing

I would like to know how many of you are testing unfired pressure vessels " water heated by steam in my case" relief valves in accordance with the National Board Inspection Code? I work in an environment that has decided to follow this path and from my vantage I believe it's "safety gone a little too far." Specifically these to items -
Semi-annually - Lift the relief valve test lever and note the ease of lifting. Tank pressure must be within 75% of the relief valve set pressure.
Annually – increase the pressure in the tank and allow the relief valve to open and close. Note the pressure that opens the relief valve and compare to the nameplate data.

What you listed above is recommended code testing. If you don't test it you won't know if it works or not. Also can be an insurance company requirement.
Bottom line, it's up to the inspector if it gets done or not0
