Farthest/top floor and coldest radiator always gets a D size vent?

Is it just a sure thing that a radiator on the top/end of a riser and farthest from the boiler, should always get a D-size (biggest opening) vent if it isn't heating up fully?
I know there are other things that may be in play (the pitch on the radiator is good), but since we added a bunch of main venting, I'm wondering if this is a good rule to follow in general.

    Not necessarily a good rule of thumb. It should get a vent large enough to draw steam at the same relative rate as others on the system and within a few minutes of the others but not so fast that when steam gets to it that it races across the top or bottom of the radiator and closes the vent before all the air can be evacuated from the remainder of the radiator. It may be the furthest from the boiler put its relative position on the main also has an impact.

    That would be an okay place to start. You could always reduce size if it creates a problem.
