Radiator turning on and off

Hi, so in my last apartment I had a steam radiator that was pretty simple to control. I'm in a new apartment and this radiator seems to be the water circulating type. My room is freezing. The radiator turns on and off randomly and it can be off for hours at a time. At first I just thought this was my super being cheap. How can I trouble shoot? The knob is fully open at the moment.

    Have you talked to the super about it?
    The thermostat may be in a room that gets heat fast and shuts it off before yours gets fully hot
