use of copper convection baseboard with combi type boilers

I have been a heating tech/installer/contractor since 1973 in New England area. I have recently been working in New York Queens area and have seen installation of fin tube Embassy baseboard with the closed fins facing up. I have seen this in normal boiler installs as well as with combi type boilers.
Is this a New york style of modified radiant heater? or is the installer brain dead??

    The air needs to enter the bottom and flow up thru the find and out the top opening to get published output.

    The air is going to swish around in there
