Adjustment of fuel input to EG series boiler

Hello,
Adjusting the firing rate on a WM EG series boiler with steam trim - any experience out there?
Specifically, this is in regards to page 27 of the startup manual in which WM instructs the installer to clock the meter during initial operation and calculate true fuel input based on the CFM recorded. If the true input is different than the nominal/target input, what are the remedies?
WM technical services division stated that fuel pressure may not be decreased to lower than 3.3" w.c. before soot develops in the block.
Thoughts? I remember, vaguely, a WM at a trade show tell me that I could de-rate an EG boiler up to 10% and still be within their parameters, but that was years ago.

Why do you want to adjust the firing rate? If you clock the meter with 3.5" hg manifold pressure, net BTU's should be right on the money.
