Uponor 8 loop manifold

I read a similar problem on this site but it wasn't quite the same. So, here it goes.
I have an 8 loop Uponor manifold that I was trying to purge but absolutely has me stumped. I hooked a hose up to both bibs and closed all the loops with the exception of the inlet and outlet of one loop. With the bib cap tool I then opened each of the fill and drain valves. I even loosed them so much they came out of the bib valve but still no water. I disconnected the hose from the bib and the line has pressure but once I hook them up to the bib valves I get nothing.

Any help would be greatly appreciated!

does the manifold have electric zone actuators on it? If so those need to be locked open, or removed to allow flow around the loop.
