TT are the terminals in the aquastat that the thermostat wires are connected to.
Are you assuming there's no power (115v) th C1,C2, or are you checking with a meter?
You can jump the TT terminals and see if the relay closes and the pump starts.
Question, that is a high limit only aquastat, so, does the burner ignite when you raise the thermostat or jump TT?

The TT circuit closes from the end switches on the zone valves.
B1,B2 is energized for the burner circuit.
    No power at C1,C2.
    You need a new aquastat.

If you don't have a low water cutoff on the boiler, look into an aquastat for gas like the Hydrostat or Aquasmart with a built-in LWCO. You'll have to change the well also.
    Cost is compatible.
