Anyone have any experience, with these boilers? Namely the return water temperature staplyizer? A 4inch SS capped tube in the section, with 1inch holes directing flow down though each section. I'm wondering about enough flow through the boiler?

The 28s have been made since the late 1970s. There's a ton of them in the field. The return temperature stabalizers are fairly new I think
You size the pump right flow will not be an issue. Good boiler0
