How thaw Ice blockage in fuel oil fill pipe

Home heating oil delivery came today and man could not open cap on fill pipe. I came home later and opened cap with pipe wrench and found ice blocking 1st 6 inches of 3 foot horizontal run. Chipped some away with cold chisel and hammer, which allowed a tiny opening at top of ice to see that it was only 6". How should I thaw and remove ice/water? Believe water accumulation in pipe was due to runoff from newly installed porch. The 3' horizontal run is not perfectly level, slight slope away from tank, why accumulated at cap end of pipe. Unsure of using torch (vapor?) and some concern with water entering tank. Currently 10 degrees outside and tanks getting low.
