I don't know how good the city's help desk advice about steam system optimization is, but the article's author included these vomit-inducing words in the third paragraph:
"...it’s not totally obvious what a building owner can do to make a fifty-year-old heating system work more efficiently, short of...ripping out old pipes and replacing them with forced air..."
