Cold steam radiator

I have one radiator (single pipe, steam) that is cold.
Back story: I had a few cold radiators on both floors of my house. I put new steam valves on them and they all worked again. A couple weeks later, one of the rads I had fixed stopped working on the second floor. I bought a new steam valve again. Still cold. Even the pipe to it was cold.
I turned off all the other rads in the house and the problem rad did get hot, but it took a very long time (more than half an hour, whereas they usually heat up in a minute). And even then, only the portion of the radio closest to the pipe got hot, the rest was only warm or even cool.
Any suggestions?

Also, for what it's worth.... I removed the steam vent and the rad heated up very fast. Also, a little bit of water dripped out. Does the rad need to be bled? The valve to bleed it has 50 years of paint covering it.0

Is that radiator pitched slightly back towards the supply valve so that water can drain back down the supply pipe? If not, shim the legs on the vent side of the radiator up a bit so that there is a 1/4" slope towards the supply pipe.0

Hatterasguy: I bought this: http://m.homedepot.com/p/1-8-in-IPS-Angled-Adjustable-Steam-Radiator-Valve-A884/202306128
Fred: it is shimmed and pitched.0 -
Hatterasguy: sorry, I forgot to answer all of your question. The rad is almost 4' across. The steam vent is all the way open (and it passes the blow test if I remove it from the rad and blow in it).0

Those USAV vents are actually pretty durable. I still have one left on one of the rads in the guest room. It's been there for the past 8 years or so and still works fine except for the clicking when the steam hits it.Hatterasguy said:
OK, that's going to last about two weeks, if it works at all.DanLan said:Hatterasguy: I bought this: http://m.homedepot.com/p/1-8-in-IPS-Angled-Adjustable-Steam-Radiator-Valve-A884/202306128
