Open limit error, bypasses limit, same issue

Installed a ST9120B,U replacing a ST9160B1084. The old controller wasn't supplying power to the SmartValve. The new controller does. Now I'm getting a Limit Open Error. Bypassed all three limits, same errror code. Any suggestions?

Limit is open...or its missing a jumper...i would double check the wiring with the paperworkASM Mechanical Company
