Lack of steam

I recently renovated a bathroom. I put in a new radiator, and air valve. I was unsuccessful getting heat to it. I took it out and there was some water it it. I drained it, reinstalled it, and pitched it. After turning up the haet. Half of the radiator got warm. I considering changing the air valve. If that doesn't work. Any thoughts what it could be

Post some pictures of the radiator and the piping leading to it. Also, depending on ambient temps, it may not heat all the way across. When the boiler runs long enough, it may. What kind of vent did you put on it? Are the pipes leading to it pitched the right direction so that condensate can run back to the boiler? Is the pipe that feeds that radiator large enough to support the EDR of the radiator? We need more info and pics.0
