Selling a oil boiler and will be using all wall hung radiant panels with thermostatic valves on each panel.
What type of thermostat is used?
What type of control is used to turn the pumps on and the boiler on.

If you are using outdoor reset on a mod-con, the old thermostat may be used as an upper limit, and the boiler will do the rest.--NBC

TRVs would usually constitute a constant circ system Bob . A T Stat used as a high limit as NBC stated is not an altogether bad idea .

How would you address probable short cycling of the boiler for almost the entire heating season ? I am imagining these Panel rads are smallish due to the higher temps you'll be required to use taking into consideration the nature of the beast

I would add a four-way Taco iSeries-R valve and a ΔP circ on the system side.

As far as controls, run the boiler pump off the boiler controls and leave the ΔP system circ on for the whole season. It will idle itself whenever all the zone valves are closed.
