I have a basement hydronic heating zone and wanted to know what PSI the expansion tank should be set at?

The pressure in the tank needs to be checked and adjusted before you connect it to the system. The pre-charge pressure will be the same as the pressure that you operate you system at. typically 12 psi is fine for residential homes 3 stories or less.Bob "hot rod" Rohr

Then you need to bleed the system pressure to 0 PSI, then check and adjust pressure, then recharge system. If water comes out of the schrader valve, you tank has failed and needs to be replaced.
Fill pressure is based on system height above the boiler, (1/2 PSI per vertical foot of elevation) and then add 5 PSI to that figure,and adjust the expansion tank t match that figure. Typical 2 story house = 12 PSI.
