Short Cycling With Boiler - Please Help

I have a hot water boiler with 4 honeywell V8043F1036 zone valves and a Honeywell Aquastat L8148J1009. Always have had a short cycling problem since I moved in so I replaced the aqua stat as well as the zone valves. Still experiencing the short cycling problem. TP and Z are jumpered together as well as W and Z on the aqua stat. Red wire from TV on aqua stat runs to load on power transformer. White runs from T on aqua stat to TR on fourth aqua stat which seems to run is series with other three aqua stats. I can provide a wiring diagram if needed. Is this the correct way to hook all of this up. This is driving me nuts and any help would be greatly appreciated. Thanks you.
