The instructions say that the pigtail acts as a trap to prevent corrosive vapors or scale from damaging the pressuretrol. After cleaning the pigtail should water be added to it before reinstalling the pressuretrol or will water form in the pigtail when the boiler is running?

Add water in the top of the pigtail, this will prime the loop. It may prime itself, but perhaps at the expense of your p-troll.
Add more than what you think as the water will run into the boiler, you might hear it.
When in operation you can feel the cool top of the pigtail with your hand......the lower part should be burn your fingers....steam hot!0
