Dunham Low pressure steam heat system

Having difficulty figuring out issues with Dunham low pressure heating system - I have the Dunham book and Dan's book and the existing piping seems to contradict what is there in the book.
For starters the return pipe appears to be connected with the supply making for a short circuit in the piping
I tried to think like Air - If I were air where would I go and I don't get it
seems like air could only get stuck
Help Needed
Please advise

    Additionally there are about 8 return line drops that are connected in series with one another along the return line It seems to me that there should be steam traps in the ones that are closest to the boiler to prevent short circuiting of the steam return and causing air blockage YET non of these return drops have a steam trap.
    The returns in the building have been re-piped so everything is subject to review

    Sure that's not a False Water Line in the first pic, installed to keep the wet returns filled with water?
