thermostat location

I have a 13 units building. I have an hb smith gas steam boiler I am still to determent where to locate the thermostat for better efficiency. I have large and small size apts. Building is 3 floors high.

    The best location would be on an uninsulated outside wall.

    I would think that the best means of control would be a Heat Timer or similar control / strategy but I have not been involved with a similar application for a long time. But choosing 1 single location for a thermostat you would do just as well rolling dice or picking a location out of a hat. Furthest radiator , center of the building , no single choice is really right to represent the entire building. A better way might be to average an occupied unit on each floor. These sensors could be brought into a controller that would average 3 analog inputs and fire the boiler until a set point is reached along with some specifics for steam systems ( pid with some event limits ).
