Electric Dampers won't work

I have an old Trol-A-Temp Honeywell damper control. Two of the dampers are stuck open and 2 are stuck closed. I'm guessing none of the dampers are getting any power. The first bar on the circuit board is registering power. The following zones do not seem to be getting power. The furnace works just fine. 2 of the rooms are getting a lot of heat. I don't know where the problem lays. The wires on the circuit board seem fine. The thermostats work fine. Dampers... nothing.

    When you flip the switch for a particular zone, can you feel the relay click? Does the damper open/close when you flip switch manually?

    Donate that to the Smithsonian and replace dampers and panel with a modern one that has a plenum sensor to avoid overheating & coil freezing. Get one with staging so you can get a 2 stage furnace in the future - perfect for zoning.
