gas fired hot water boiler won't turn off even when thermostat is in off position

I'm having this weird situation where my gas fired boiler can only be turned off from the main switch. Boiler does not respond to the thermostat. Thermostat was checked it is ok. Suspect the limit switch or the zone valve relay. Any opinions?

Did they try disconnecting the thermostat wires AT THE BOILER? If they didn't, it could be a short in the thermostat wire.
