Can a hot water heater T&P valve be used on a hot water boiler? The boiler currently has pressure relief only.

NO, water heater tank relief valves have too high of a pressure setting, maybe 150 PSI. at that pressure your boiler could launch itself as a missile thru all vertical layers of your house.
30 PSI is the max for most residential boilers. Pressure relief only. Temperature is controlled/monitored by 2 or more safety devices internal to the boiler system.0 -
