Cleaver Brooks Flame Safegard Control

Model is FLX-700-210-15. Boiler locks out prior to start. There is a light on the safeguard control on the far right that looks like a flame. This light is on when boiler locks out. As far as I can tell, all pre- start safeties are good. I'm wondering if anyone knows what this light is telling me, and if anyone knows where I can start from this point. The only thing I haven't dug into yet, is the condition of the hi fire/lo fire switches in the firing control actuator. The actuator does have power, and I also found out that the control locks out even if the burner control switch is off. I swapped out the safeguard control with the boiler next to it, and had the same results. Thanks for the help in advance.
