HW baseboard Ghost Flow

Mom's house was 76 today with tstat down to 60. Baseboards very warm. I'm figuring it's ghost flow, heat rises etc.

Not sure if there is any check valve, but see attached pic (having attachment issues). Looks like there is a lever on top. What does it do?

I don't recall the house experiencing such hot ghost flow before.

    No changes that I know about. And i dont think this was a problem last year but maybe my mother didn't notice. Or she chose not to complain. Coulda been ghost flowing all Summer too, with a/c running.

    Might been after hurricane Sandy or noreaster, house had no power for 11 days. But Thermopile keeps burner running. Maybe someone opened the valve to bypass?

    So from the pic, is the flow check bypassed? How can I determine if functioning correctly to stop ghost flow?

    Lever is currently "pointing" perpendicular to pipe. If it is pointing "North", flow arrow on valve body is pointing West from East.

    I'm looking for internal diagram. Anyone know how the function physically and how they could fail?
