Carlin EZ gas numbers

I installed a new Steam boiler today. Nat gas... Peerless WBV w/ a Carlin ez.
I set the air shutter to 20% as the factory specs directed me to start w/ .
I had a dickens of a time to get the numbers to come into spec.
I had the shutter practically closed.
ended up w/ stack of 266F
O2 2.7%
CO2 10.2
Eff 85.6%
CO 106ppm
EA 15%

EA I thought was supposed to be in the 25-30% range.

Any thoughts?

    Check your orifice size, manifold pressure and input rate. Sounds like it's underfired.

    Orifice nipple was drilled out to 7/32"
    Clocked the meter to 119k btu.
    I attempted to check the manifold pressure but I couldnt get the 1/8" hose adapter fitting to screw in smooth.

    Which WBV?

    The meter may be reading wrong- we've seen a few. Manifold pressure will help us get to the bottom of this.
