issues with old radiator

Hello,
My gf just moved into a new place where she shares rooms with a few other people in a house. All the bedrooms have radiators but the main rooms (living,kitchen) have baseboards. I believe those run on hot water as well. Long story short I bled out her Rad today and it's producing zero heat. Weird thing is there's also no valve on it like I've seen in videos other than the bleeder. Just two solid pipes one lager on top with the bleeder valve and a smaller return on the bottom. Its getting water and no air is left in it. What other issues could we be dealing with here? I'm really trying not to involve the landlord because well, maybe that's a whole other chapter.

    Yes, pics please. And get that lager off the top before the rad gets hot. Good beer should not be wasted ;)
