Should pipes from boiler be hot?

Should the pipes coming out from gas boiler be hot? , the pipes are always hot even when the thermostat is off.

    How hot is Hot? Do you have a Hot water coil in your boiler that supplies the hot water for your house?

    thanks for answering.
    Pipes are hot (not scalding- you can touch them) closest to boiler. Pipe to circulator pump is warm after pump. Pipe that goes to zone valves are hot at base and warm closer to valves.
    Boiler only supplies hot water for heat.

    When was the last time it was serviced? if not recent it may be worth having someone come in and check it for issues. How old is the unit?

    Seems the boiler is not set up as cold start. So boiler keeps temp all the time between heat calls.

    Upon further research, it appears the warm start might be the explanation. We just weren't sure there was enough heat generated from pilot light to actually warm the pipes. We did notice that pipes are a lot warmer (closer to hot when furnace switch is on, even when thermostat is off).
    We did have the furnace serviced recently and the zone valves replaced. However we did not realize at the time that the pipes were hot when furnace was not actually running (thermostat in off position) .
